6 RTC judges shortlisted for vacant CA Associate Justice post

MANILA, Jan. 1 (PNA) — A total of six Regional Trial Court (RTC) judges were included in the Judicial and Bar Council (JBC) shortlist of candidates vacated by Court of Appeals (CA) Associate Justice Agnes Reyes Carpio, who retired last December 1.

Included in the list were Iligan RTC Judge Anisah Amanodin-Umpa, the lone Muslim applicant for the justice position with five votes together with Taguig RTC Judge Louis Acosta who has also five votes, who happens to be the younger brother of CA Justice Francisco Acosta. The older Acosta is the classmate of Duterte at the San Beda College of Law.

Also with five votes are Las Pinas RTC Judge Joselito Vibandor, Quezon City RTC Judge Mary Angelene Quimpo Sale, and Cagayan De Oro RTC Judge Jeoffre Acebido while notching four votes is Pasig RTC Judge Danilo Cruz.

Carpio is the mother in law of Davao City Mayor Sarah Duterte, who is married to her son Manases.

She is the wife of law practitioner Atty. Lucas Carpio, sister of Ombudsman Conchita Carpio – Morales.

The lady magistrate retired last Dec. 1, 2016 upon turning 70 years old, the mandatory retirement age for all justices and judges.

There are now 23 divisions of the CA composed of one Presiding Justice and 68 Associate Justices.

The JBC is chaired by Chief Justice Maria Lourdes Aranal-Sereno, with two ex-officio members — Justice Secretary Vitaliano Aguirre II and legislative representatives Senator Richard Gordon and Mindoro Oriental Rep. Reynaldo Umali, who shall have a term sharing seat in the JBC.

The regular members are retired SC Justice Angelina Sandoval-Gutierrez, who heads the Executive Committee; lawyer Jose Mejia, representing the academe; lawyer Milagros Fernan-Cayosa, representing the Integrated Bar of the Philippines; and retired Judge Toribio Ilao, representing the private sector.
