DOLE 2 attains Level II Maturity under PRIME HRM

TUGUEGARAO CITY, Dec 30 (PNA) — The Civil Service Commission – Region 2 (CSC 2) has awarded Maturity Level 2 in Recruitment, Selection and Placement; Learning and Development; and Rewards and Recognition to the Department of Labor and Employment – Regional Office No. 02 (DOLE 2) under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

“This is a great milestone for our office,” Lawyer Sixto T. Rodriguez, Jr., DOLE 2 regional director, said, adding that “this is a manifestation of our hard work and commitment in serving the general public.”

The award came after the DOLE 2 has proven to be compliant with the terms and conditions of Level II Maturity and for having continuously complied with the requirements under the CSC’s PRIME-HRM. The DOLE 2 was assessed by CSC in September of this year.

Under the PRIME-HRM, assessment, assistance, and award are envisioned to be more strategic as it shifts from merely monitoring of compliance with policies, regulations and guidelines, to establishing globally accepted HR maturity level indicators standards.

The said indicators/standards are used in searching for best practices, providing interventions, and recognizing agencies that excel in formulating and implementing strategic HR programs, practices, and standards. The maturity level indicators serve as a yardstick for assessing, assisting, and awarding HR excellence that would create a positive impact on public service delivery and citizen satisfaction.

Meanwhile, Lawyer Neil S. Agustin, CSC 2 Regional Director, challenged the awardees to maintain or improve their status to level III and level IV and not to go down to level I mturity during the awarding ceremony held Thursday where in 23 other government agencies in the region were also recognized.

“As mandated, the CSC shall strengthen the merit and rewards system to make the public service orderly and faster and to make every government employee a servant hero,” Agustin said.


Of the more than 120 agencies in the region coming from national government agencies, state colleges and universities, government-owned and controlled corporations, government-owned hospitals and LGUs, only 25 were recognized by CSC to be under the Maturity Level II of PRIME HRM.

Level II Maturity is a process-defined HRM. Sets of documented standard operating procedures are established and are subject to change overtime. Decision-making is goal oriented and automation of systems used in HRM is taking off.

In 22 February 2016, DOLE 2 was also awarded by CSC 2 with Maturity Level II in Performance Management System.

At present, DOLE 2 is one of the few government agencies in the region to be recognized with Level II Maturity in all of the for core areas of PRIME HRM. (PNA)
