METRO MANILA ECQ DOABLE FOR CLUSTERS OF BARANGAYS, CITY BLOCKS
To respond to the clamor of health care frontliners for ECQ in Metro Manila, I suggest to the IATF that they let the mayors swiftly impose ECQ for clusters of barangays, city blocks, and buildings with high and medium risk of infection spread based on solid data on confirmed, probable, and suspect cases, as well as specific local conditions that influence disease spread.
This could be a viable alternative to a Metro Manila-wide ECQ or Modified ECQ. With this approach, we spare the recently-opened small business from ECQ or MECQ shutdown, as well as residential areas which low or zero COVID-19 cases.
IATF should also require communal bathing facilities and handwashing stations for congested residential zones of informal settlers.
I also ask the IATF to stop implementing its order on motorcycle barriers between drivers and passenger. IATF should replace that with an order requiring wearing of face masks together with face shields or face masks together with full face helmets.

TECH SOLUTION: RAPID PASS QR CODES
I urge the PSA, DICT and IATF to develop a system na that all citizens of our country have individual QR codes, as well as all the establishments just like what DICT does with Rapid Pass. Individual QR codes can be included in the National ID System.
For those without smartphones, the DICT can develop a system where the barangay can create the printed copy of QR code for them.
The QR codes can help us in contact tracing and it can serve as a quarantine pass as well. This is being implemented by Thailand and other countries already.
Dapat ihanda na rin ang national ID na may QR code. Ang mga establishments dapat may scanner kaysa naglilista ng pangalan bago pumasok. This is doable as some establishments are already implementing this. (END)
